It's very simple, Byron. The reason why we need school finance reform is because some districts have very rich tax bases, and others do not.

This was a gerrymandering scheme set up by the Democrats to keep the true tax base from being expressed.

What we need is redistricting! And we need to keep calling special sessions until we get it.[/sarcasm]
